Sam Kbushyan, along with community leaders, established Armenian Immigrants Charitable Foundation to fill a void he noticed within the Armenian community for legal immigration services. However, after just a year of running AICF, he saw that the need extended to many nationalities.  He broadened the scope of the Foundation to serve all immigrants who needed help, and AICF became ICF.  Recently ICF has been shifting its focus from legal immigration services to social services for immigrants, as the void in this area has been growing consistently over the years.
